Technically, it was voluntary, but the majority complied to take advantage of the tax incentives on offer. They had chipped anyone under thirty at birth to comply with the Identification Act. The chips did far more than just identify; they monitored the functioning of the body and controlled the frontal lobe of the subjects’ brain ensuring conformity. Sentinels were exempt and it had limited his implant during his induction process.
